The Golden Loop Theory:

Note : this technique will work on its best with loyalty set on 100/0

Alternative 1. (Recommended on cities below 20 000 in population)

1. Buy ALOT of food if you're not that wealthy already.
2. Set taxes to 100%
3. Use Comforting>Disaster Relief every 15th minute or every -5 loyalty. (In 15 minutes your loyalty will go down to 97-96 each time.)

Summary: The Disaster Relief will give +5 loyalty, every time you use it. For using only food that is cheap on the market in game.
So the only thing that will affect is your population leaving you, which lower the gold income, but still on the upward trend.
So all you do is put your taxes to "zero" ( 0 ) and your population will grow back.

Alternative 2. (Recommended on cities with 20 000 or more in population)

1. Buy ALOT of food if you're not that wealthy already.
2. Set taxes to 100%
3. Use Comforting>Population Raising every 15th minute or every -5 loyalty.
(In 15 minutes your loyalty will go down to 97-96 each time.)

Summary: The Population Raising will force the people to stay no matter the loyalty, but only to a certain point.
The food is your tool to succeed and it is also cheap on the newer servers. The population trend will almost always be upward and when you want to start over simply put back your taxes to "zero" ( 0 ) and your population will grow back shortly.

Personal notes:
I've produced over 200 000 gold / hour in weeks without any further backstabbing

Alternative 3. (Recommended on any city)

1. Set taxes to 0% and wait until your population is at its max
2. Once your population limit is at its max, levy lumber or iron depending on which resource is higher on your server
3. Sell the lumber/iron that you recieve from the levy on the market.
4. Use Comforting>Praying to get your loyalty back up
